About Judge Kelsey

On January 4, 2019, ShaRon M. Grayson Kelsey was appointed as an Associate Judge of Maryland’s Prince George’s County Circuit Court. Prior to her appointment, Judge Kelsey managed a small law firm in Bowie, Maryland where she practiced a wide variety of civil law including bankruptcy, personal injury, workers compensation and creditor rights law. In addition, she was regularly appointed to serve as a trustee, a guardian, a personal representative in estate matters and as counsel to active veterans in foreclosure cases. During her career, she represented citizens, homeowner’s and condominium associations and several county agencies. Her agency representations include acting as sole counsel to the Calvert County Department of Social Services with respect to Child in Need of Assistance matters; as sole counsel to the Prince George’s County Department of Social Services in the Child Abuse and Neglect Appeals Division; as a Hearing Examiner for the Prince George’s County Board of Education and as a Commissioner on the Prince George’s County Board of License Commissioners (the “Liquor Board”). With such an impressive display of legal breadth and knowledge, Judge Kelsey practiced law in Maryland Administrative, Maryland State and Maryland and DC Federal Courts. She is also admitted to the United States Supreme Court.

Over the years Judge Kelsey has invested in her community through her volunteer work as treasurer to Delegate Erek Barron, as a volunteer attorney through the Maryland Pro Bono Resource Center, as a community volunteer through a variety of church pro bono events, as an annual mentor through the Maryland Court of Appeals Professionalism Division, as a mentor attorney while serving on the Attorney Grievance Commission and through a variety of other state and local community events and services. Prior to her appointment and in addition to her extensive background in law, that spans over 25 years, Judge Kelsey was an adjunct professor in the Legal Studies Division of University of Maryland’s Paralegal curriculum and a licensed Maryland Real Estate Broker who owned and operated Kelsey Realty, Inc.

With respect to her commitment to the legal profession, Judge Kelsey has been a member of the J. Franklyn Bourne Bar Association, where she served for ten (10) consecutive years as an executive board member. Her service included four (4) years as treasurer and thereafter as president-elect and ultimately president. She also served on The Prince George’s County Women’s Bar Association as Treasurer, Secretary and Vice President. In addition, she has been a career long member of The Maryland State Bar and The Prince George’s County Bar Associations and has held memberships with The National, Monumental, Waring Mitchell and The Alliance of Black Women’s Bar Associations. Most recently, she joined the Harry A. Cole Judicial Council, the National Association of Women Judges and The Maryland Circuit Judges Association.

Judge Kelsey, the recipient of various President’s and Excellence awards graduated from Montgomery Blair High School – ‘79, Montgomery College Takoma Park – ‘86, the University of Maryland University College (Magna Cum Laude) – ‘88 and received her Juris Doctorate from The Georgetown University Law Center – ‘92. She serves on the teller ministry at her church and currently lives in Bowie, MD with her husband and two daughters, in addition to being a current judicial candidate in the 2020 Maryland State presidential election term.
